Neutral chrome fill shared by Droppy's quiet filled control family.

`enum DroppyButtonChrome`

Mirrors Droppy's own `DroppyButtonChrome.neutralFill`. The numbers are the host's, not this file's: a droplet's segmented row has to be indistinguishable from a built-in one, and an independently chosen opacity ramp is exactly how that stops being true.
