Creates a slider row.

- Parameters:
- title: Row title, sentence case.
- value: Pre-formatted value text for the pill, for example "45 min".
- binding: The slider binding.
- range: Slider range.
- step: Slider step.
- onEditingChanged: Fired when a drag starts (true) and ends (false); defer expensive writes until the drag ends.
