Creates a control row.

- Parameters:
- title: Row title, sentence case.
- icon: Optional SF Symbol before the title.
- iconColor: Icon tint, defaults to secondary.
- infoTip: Optional info tip text shown behind the (i) affordance.
- accessoryAlignment: Kept for source compatibility; the control sits on the label's first line, as it does in System Settings.
- accessory: Trailing control.
